BMC Unveils ₹74,427 Crore Budget for 2025-26, Focus on Infrastructure and Public Services

The Brihanmumbai Municipal Corporation (BMC) presented its budget for the financial year 2025-26, proposing an expenditure of ₹74,427.41 crore, a 14.19% increase from last year’s ₹65,180.79 crore. The civic body has allocated significant funds for infrastructure development, healthcare, education, and environmental sustainability while maintaining fiscal discipline.
Infrastructure Push with Major Allocations
A major chunk of the budget is dedicated to enhancing Mumbai’s infrastructure. The BMC has set aside ₹5,100 crore for road improvements, with 1,333 km of roads already concretized. Additionally, ₹8,238.73 crore has been earmarked for bridge projects, including the Goregaon-Mulund Link Road (GMLR) and elevated roads from Dahisar to Bhayandar.
The Mumbai Coastal Road Project has received ₹1,507.24 crore for the southern segment and ₹4,300 crore for the northern section, aimed at easing congestion and reducing travel time.
Boost for Healthcare and Social Welfare
The BMC has allocated ₹5,207.70 crore to the health sector, focusing on hospital redevelopment and new medical facilities. A total of 3,515 additional hospital beds, including specialty and ICU units, will be added across city hospitals. The Hinduhridaysamrat Balasaheb Thackeray (HBT) Clinics, which have already served 90 lakh patients, will see the addition of 25 more clinics.
The civic body has also announced a house-to-house health check-up initiative under ‘Aarogya Seva Aaplya Dari’ and plans to introduce HPV vaccinations for schoolgirls in the coming year.
Water Supply and Sewerage Management
To improve water infrastructure, ₹4,000 crore has been allocated for water supply projects, with an additional ₹6,500 crore for sewage treatment plants (STPs). A new 2000 MLD water treatment plant is under construction, and the 'Water for All' policy aims to provide authorized water connections to residents.
Sustainability and Clean Energy Initiatives
The BMC has set aside ₹123.42 crore for solid waste management, with key projects such as the Deonar Waste-to-Energy Plant (600 TPD, generating 7 MW electricity) and a Bio-CNG plant (1000 TPD). To tackle air pollution, the civic body will introduce 100 battery-operated suction machines and set up new air quality monitoring stations across the city.
Additionally, the stormwater drainage system will be upgraded with ₹2,200 crore, including the purchase of new flood recovery vehicles to mitigate monsoon-related waterlogging.
Education and Skill Development
With a budget of ₹3,544.34 crore, the education sector will see initiatives such as Mission SAMPURN, aimed at improving school infrastructure and student development. Till now 3,814 classrooms have been digitized out of total 7,934 classrooms of BMC schools and remaining 4,120 classrooms
will be digitized in phases., introduce STEM robotics, and set up astronomical laboratories in schools to enhance scientific learning.
Fire Safety and Disaster Management
In a bid to improve emergency response, the BMC has allocated ₹261.72 crore for fire brigade modernization, including the procurement of fire-fighting robots, first-responder vehicles, and drones. Two new fire stations near the Mumbai Coastal Road are also in the pipeline. Disaster management has been allotted ₹309 crore, focusing on strengthening the city’s preparedness against calamities.
Administrative and Governance Reforms
To enhance efficiency, the civic body is introducing e-TDR trading and single-window clearance for approvals. The Hospital Management Information System (HMIS) will improve healthcare services, while AI-driven urban planning will help in infrastructure development.
