West Bengal Launches "Rattirer Shaathi" Initiative to Ensure Safety of Women in Night Shifts

The West Bengal government on Saturday announced a flagship program named “Rattirer Shaathi” or “Helpers of the Night”, a comprehensive new initiative aimed at ensuring the safety of women working night shifts, in the wake of the brutal rape and murder of the PGT doctors of Kolkata’s RG Kar Medical College and Hospital. This new initiative has been designed to improve security and support for women.

“The West Bengal government is committed to ensuring the safety and well-being of its citizens…With ‘Rattirer Shaathi,’ we aim to provide secure working conditions for women and address the challenges they face during night shifts,” stated the circular issued by the West Bengal government.

The initiative, which emerged after extensive deliberations by senior government officials, focuses on several key measures to enhance safety and security:

1. Dedicated Facilities and Support: Separate rest rooms with toilets will be designated for women, and trained woman volunteers known as “Rattirer Shaathi” will be on duty during night hours.

2. Safety Zones and Surveillance: Safe zones will be identified and established, complete with CCTV coverage and monitoring to ensure real-time security.

3. Technology and Communication: A new mobile phone application will be developed, featuring alarm functions connected directly to local police stations and control rooms. All working women will be required to download and use this app.

4. Emergency Helplines: The government urges extensive use of emergency helpline numbers, 100 and 112, during any distress or emergency situation.

5. Security Measures: Regular security checks and breathalyzer tests will be implemented at medical colleges, hospitals, and other key locations. Furthermore, identity cards will be mandated for all faculty, staff, and security personnel.

6. Sensitization and Awareness: A program of sensitization will be launched to address issues related to women's safety in government establishments, with a push for private organizations to participate.

7. Team-Based Work: Organizations will be encouraged to develop work schedules that pair women together during night shifts, ensuring mutual awareness and support.

8. Private Sector Participation: Private institutions are also invited to adopt the “Rattirer Shaathi” protocols to align with the new safety measures.

Additional steps include increased night police patrols around medical facilities and women’s hostels, the provision of adequate drinking water on all hospital floors, and the appointment of security officers in hospitals for overall supervision.

Outrage and protests erupted nationwide after the brutal rape and murder of a 31-year-old female PGT doctor at RG Kar Medical College and Hospital on August 9. Despite Kolkata Police arresting main accused Sanjoy Roy, allegations of lapses in case handling by police and Bengal Government sparked scrutiny. The Calcutta High Court transffered the case to CBI for investigation.
