Security Breach at Parliament House: Man Scales 20-Metre Wall, Apprehended by CISF

In a major security breach early Friday morning, a 20-year-old man managed to enter the high-security Parliament House complex by climbing a tree and scaling a 20-metre-high boundary wall.


The incident occurred around 6:30 am near the Garuda Gate of the new Parliament building. Officials reported that the man, identified as Rama from Uttar Pradesh, jumped over the wall from the Rail Bhavan side. The Garuda Gate is located approximately 15 metres from the point where he entered.


According to authorities, the intruder was immediately caught by security personnel stationed at the site. He is currently being interrogated.


"Today, one person was promptly apprehended by alert CISF and Delhi Police staff from near the boundary wall of Parliament, while probably attempting to scale inside," the Delhi Police said in a statement. "He is identified as Rama (20) of Uttar Pradesh. He seems mentally incoherent. Further interrogation and verification are underway."


The motive behind Rama's actions remains unclear, with officials suggesting he may be suffering from mental health issues.


The breach occurred just a day after the conclusion of the monsoon session of Parliament, which was marked by repeated disruptions and limited legislative proceedings.


This incident has raised fresh concerns about the security apparatus around Parliament, especially following a series of breaches in recent years.


This is not the first time the Parliament’s security has been compromised. A similar breach took place last year when a man in his early twenties scaled the Parliament wall and entered the Annexe building premises. A video of that incident later surfaced online, showing the suspect in shorts and a T-shirt being restrained by armed CISF personnel. A subsequent frisking revealed that he was unarmed and carried nothing incriminating.


In another alarming incident in 2024, on the anniversary of the 2001 Parliament terror attack, two men, Sagar Sharma and Manoranjan D, leapt into the Lok Sabha chamber from the public gallery during Zero Hour. They released yellow gas from canisters and shouted slogans before being overpowered by Members of Parliament.


Simultaneously, two others, Amol Shinde and Neelam Azad, sprayed coloured gas outside the Parliament building, also shouting slogans such as "tanashahi nahi chalegi" (dictatorship won't work). All four were arrested shortly after.
