President’s Rule in Manipur Extended by Six Months

President’s Rule in Manipur has been extended for another six months, with effect from August 13, 2025. The resolution to continue central administration was introduced in the Lok Sabha by Union Home Minister Amit Shah.

In a statement released by the Rajya Sabha, the bulletin noted, "Amit Shah, Minister of Home Affairs; and Minister of Cooperation has given a notice of the following Resolution which has been admitted: ‘That this House approves the continuance in force of the Proclamation dated the 13th February, 2025 in respect of Manipur, issued under article 356 of the Constitution by the President, for a further period of six months with effect from 13th August, 2025’."

The extension follows a proclamation originally issued on 13 February 2025, shortly after the resignation of then Chief Minister N. Biren Singh.

The decision to prolong President’s Rule comes despite months of sustained appeals from legislators of the northeastern state, especially those aligned with the ruling National Democratic Alliance (NDA). Meitei and Naga MLAs have persistently demanded a return to an elected government, arguing that democratic governance must be restored without further delay.

These legislators, who represent both major ethnic groups in the state, have voiced frustration over the prolonged central control and have warned that continuing President’s Rule may further destabilise the already volatile region.

Under Article 356(3) of the Indian Constitution, President’s Rule is enforced via the Governor’s office and is initially valid for six months. It can be extended in six-month intervals, with Parliament’s approval, for a maximum duration of three years.

The backdrop to the political turmoil is the ongoing ethnic conflict between the Meitei and Kuki-Zo communities, which erupted on 3 May 2023. The violence has claimed over 250 lives and displaced more than 60,000 people from their homes, deepening divisions within the state.​
