Mumbai Hostage Crisis: Rohit Arya’s Protest Over Unpaid Govt Dues Ends in Encounter

In a shocking incident on Thursday afternoon, filmmaker Rohit Arya was shot dead by Mumbai Police after he held 17 children and two adults hostage inside R.A. Studios in the city’s Powai area. The tense three-hour standoff ended when police opened fire to rescue the captives. The incident unfolded between 1 p.m. and 4 p.m., when Arya locked 19 people inside the studio and refused to surrender despite repeated appeals from the police.

According to officials, while one police team worked to evacuate the children, another attempted to negotiate with Arya. He reportedly agreed to speak to certain individuals he had requested but refused to release the hostages or disarm himself, leaving officers with little choice.

Assistant Police Inspector Amol Waghmare from Powai Police Station fired a single round after Arya allegedly posed a direct threat to the hostages. The bullet struck him in the chest. Arya was immediately taken to a nearby hospital, where doctors declared him brought dead.

Preliminary investigations suggest Arya’s actions were linked to an ongoing financial dispute with the Maharashtra government. He had claimed the state owed him around ₹2 crore for work carried out under the “Majhi Shala, Sundar Shala” campaign’s PLC Swachhata Monitor Project.

Arya had served as Project Director for the initiative, which was launched by the School Education Department two years ago. Over the past two years, he had staged several protests in Nagpur, Azad Maidan, and outside ministers’ residences demanding payment of his alleged dues.

During a hunger strike in 2024, Arya had reportedly written that “if anything happens to me, School Education Minister Deepak Kesarkar should be held responsible.”

Political reactions poured in following the shocking events. Shiv Sena (UBT) MP Priyanka Chaturvedi condemned Arya’s act of endangering children but criticised the state government for neglecting his grievances.“While nothing can justify taking children hostage, this tragic event exposes how the government’s apathy and failure to address legitimate concerns can push individuals to desperation,” Chaturvedi said.

Congress leader Vijay Wadettiwar commended the Mumbai Police for their swift rescue operation but questioned the state’s handling of the sanitation project. “If Arya was mentally unstable, the government must explain how he was entrusted with a role in the Swachhata Monitor scheme. This incident raises serious questions about oversight and accountability,” Wadettiwar said.

The Mumbai Crime Branch has launched a full investigation into the incident. Officials said they are examining Arya’s motives, mental health, and any administrative lapses that may have allowed him to plan and execute the hostage situation. Police sources added that investigators are also reviewing Arya’s past correspondence with the Education Department, his financial dealings, and the circumstances surrounding his claims of unpaid dues.​
