FIR Filed Against RCB Victory Parade Organisers; 11 Dead, Over 60 injured in Stampede

An First Information Report (FIR) was filed against against the RCB franchise, DNA Entertainment Networks, and the Karnataka State Cricket Association (KSCA), following the victory parade stampede that claimed 11 lives and injured over 60 people. The FIR was filed at the Cubbon Park Police station alleging that the organisers went ahead with the event despite being denied police permission and failing to ensure basic crowd safety.


According to the FIR, on June 3, a day after RCB won the IPL final in Ahmedabad against Punjab Kings, KSCA CEO Subhendu Ghos approached the police seeking permission to host a public celebration at Chinnaswamy Stadium. However, the Cubbon Park Police Inspector declined the request, citing existing crowd build-up in MG Road, Church Street, UB City, and Vittal Mallya Road, and warned that such an event would draw lakhs of fans, necessitating extensive preparations.


Despite this, the organisers allegedly proceeded with the plan. RCB’s official social media accounts announced the parade and invited fans to attend, drawing massive public attention. The FIR mentions that the online buzz created a situation that almost guaranteed overwhelming turnout.


In response to the promotion of the event, police attempted to prepare last-minute security arrangements. A city-wide bandobast plan was drawn up and dispatched for approval on June 4. Following its sanction, forces from the KSRP, traffic police, training divisions, and senior officers were mobilised to maintain order. At the same time, another felicitation function for the team was being held at Vidhana Soudha, organised by the Karnataka government, further stretching police deployment.


According to the FIR, senior officials, including the Commissioner of Police and ACPs from various departments, conducted emergency meetings to organise traffic control and deploy forces at key points including HAL Airport, Taj West End Hotel, Vidhana Soudha, and Chinnaswamy Stadium.


By 4:00 pm, RCB players arrived at the stadium after attending the Vidhana Soudha function. By 5:00 pm, a crowd far exceeding the stadium’s 30,000–35,000 capacity had already gathered. Around 3:10 pm, KSCA and DNA Networks reportedly opened the gates without informing police, causing a dangerous surge toward the entrances. This lack of coordination and communication, the FIR states, triggered a stampede, injuring dozens.


Police and private security rushed to control the situation and evacuate the injured. Despite their efforts, 11 people were killed and 64 were injured, including multiple police personnel. The crowd was eventually dispersed using public address systems. The felicitation program, however, continued from 5:45 pm under tight security.


The FIR criticises the organisers for ignoring official warnings and promoting the event despite lack of clearance. It also notes that social media posts continued to advertise the celebration, including claims of free pass distribution, which further contributed to the crowd swell.


Police have accused RCB, KSCA, and DNA Networks of gross negligence, violation of safety protocols, and failure to coordinate with authorities, directly leading to the stampede. Damage to public property, injuries to law enforcement, and loss of civilian lives have also been cited. Bengaluru Police are continuing their investigation, and accountability is being pursued against all parties involved.​
