CCTV debate rages in Jadavpur University; NCPCR sought report from University over absence of CCTV inside hostel premises

National Commission for Protection of Child Rrights has sought an explanation from Jadavpur University over absence of CCTV cameras inside the premises of the hostel campus where a first-year student died after he was allegedly sexually harassed and ragged to death. The 17 year old minor had a fatal fall from the balcony of the hostel top floor. He was allegedly ragged by the seniors and former students who continued to stay there. NCPCR has reminded the university authorities that absence of CCTV cameras inside the hostel is a violation of the UGC guidelines that mandates CCTV both inside the campus and also inside hostel premises for the safety and security of students “on and off campus of Higher Educational Institutions”. Important to mention there are no CCTV cameras inside the campus of the prestigious university as well since the students had always objected to it.

The minor died on August 10, a week later the University authorities have decided to install CCTV at specific locations of the campus. In a notice issued on Thursday the University Authorities have announced that people without proper ID cards issued by the University will not be allowed to enter inside the campus between 8pm and 7 am with immediate effect. The university authorities in wake of bad press over serious breach of discipline inside the campus, has also announced that consumption of alcohol and narcotics inside the campus would invite serious action as per the law.

Family of the deceased minor has alleged he was ragged and sexually absued both by students and former students of the university. Police have arrested 9 people so far in connection with the case that include four former students, stoking debate as how the former students who had no business being at the hostel but had access there without any restriction. The University Registrar and the Hostel Dean have also been examined by Kolkata Police.

Meanwhile students of Jadavpur University continue to protest over CCTV installation, claiming that CCTV would lead to “state surveillance of students and their freedom”.

NCPCR has sought response and action taken report from the University within seven days.
