Fuel prices in Himachal Pradesh are likely to witness an increase after the state Assembly passed the Himachal Pradesh Value Added Tax (Amendment) Bill, 2026, enabling the government to levy an additional cess on petrol and diesel.
The new provision allows the state to impose a cess of up to ₹5 per litre on both petrol and high-speed diesel. However, Chief Minister Sukhvinder Singh Sukhu clarified that the actual hike may be lower and could vary depending on the government’s decision.
Welfare-Linked Fuel Cess
The cess is aimed at generating funds for welfare schemes, particularly to support economically weaker sections, including orphans and widows. The move has been positioned as a social welfare initiative, linking fuel consumption to targeted financial assistance programmes.
The decision triggered sharp reactions from the opposition, with BJP legislators criticising the timing of the move and warning of increased burden on the public. The party also staged a walkout during the Assembly proceedings, calling the proposed cess an added strain amid rising living costs.
Impact on Consumers
If implemented, the cess will directly push up retail fuel prices in the state. Fuel rates in India are already influenced by multiple factors including global crude oil prices, exchange rates, central and state taxes, and transportation costs—leading to variations across states.
Current Fuel Price Context
As of March 24, petrol prices in Himachal Pradesh hover around ₹95 per litre, while diesel is priced at approximately ₹86–87 per litre. Any additional cess would further increase these rates, potentially impacting transportation costs and overall inflation.
The development comes at a time when fuel pricing remains a sensitive issue nationwide, with both global factors and domestic taxation continuing to shape retail rates.
