A debate in the Lok sabha over the proposed Delimitation Bill 2026 , took a significant turn after BJP leader Boora Narsaiah Goud said that the legislation includes provisions for allocating seats to Pakistan Occupied Kashmir (PoK), describing it as part of a broader national vision. He stated that the bill envisions future voting rights for people in PoK and their representation in both the Lok Sabha and the Rajya Sabha, adding that reclaiming PoK remains a “shared national aspiration.”
"The most important part we are missing is the provision in the Delimitation Bill, which is the allocation of the seats in the PoK. It is the dream of every Indian irrespective of caste, creed or religion, to take back the PoK, which legally, constitutionally, and morally belongs to India. And someday, we will get back PoK, and people will have the right to access votes in the last 77 years, and their representatives will be able to attend the Rajya Sabha and Lok Sabha. That is the beauty of this bill," Narsaiah said.
The remarks came during a lengthy 12 hour debate in the Lok Sabha on key constitutional and electoral reforms. At the end of the discussion, 251 Members of Parliament voted in favor of introducing the bills, while 185 opposed them. This vote allowed the introduction of major legislative proposals, including the Constitution (One Hundred and Thirty First Amendment) Bill, 2026, and the Delimitation Bill, 2026.
The Constitution Amendment Bill proposes 33% reservation for women in the Lok Sabha and all state legislative assemblies. The Delimitation Bill , on the other hand , deals, with redrawing constituency boundaries and redistributing seats . According to the proposal the total strength of the Lok Sabha could be expanded significantly , potentially up to 850 seats , based on population and representation needs .
Delimitation refers to the process of fixing the number of seats and boundaries of constituencies based on census data. Traditionally, this process follows the latest census. However, the government has indicated that it plans to delink delimitation from the upcoming census in order to implement women’s reservation before the 2029 general elections. This means that the delimitation exercise could proceed using existing census data instead of waiting for fresh population figures.
The Delimitation Bill also includes a provision related to Jammu and Kashmir and the region currently under Pakistan’s control. It states that constituencies can be allocated for PoK and adjusted if the area comes under Indian administration in the future. While this provision is conditional and does not change the current situation, it has been highlighted by BJP leaders as part of a long term political vision.
However , the proposals have faced criticism from opposition parties . Several opposition leaders have raised concerns about the possible use of the 2011 census for the seat redistribution . They argue that relying on older population data could disadvantage southern states, where population growth has been slower compared to northern states. As a result, these states could lose relative representation in Parliament if seats are redistributed based on outdated figures.
According to reports the debate around delimitation has therefore become not only about administrative changes but also about political balance and federal representation . With the government aiming to push through women’s reservation ahead of the 2029 elections and opposition parties questioning the fairness of the proposed process , the issue is expected to remain a major point of political discussion in the coming months .
